First Meeting of the Programme Advisory Committee was held at Conference Room, New Lawyers Chamber, New Delhi on 20th of November, 2009. In the meeting Mr. Divya Lahad, Representative NIPCCD and Mrs. Minna Kabir, Social Activist were present apart from members of LAF. Mr. Justice I.A. Ansari, Judge Guahati High Court could not attend the meeting due to delayed flight.

LAF inform the participants about the project and highlighted the need for the same. During deliberations it was suggested that apart from Juvenile Justice Boards, mechanism should be developed for other stakeholders like Police, Probation Officer and Observation Homes. It was clarified that the mechanism to be developed by the LAF would be an in house mechanism to be adopted by various authorities like High Court, State Government, Police Department etc. and the role of LAF be to convince these authorities about the usefulness of the project.

It was decided that LAF will contact various organisations and authorities working in the field. Names of HAQ was suggested as it is working for the child rights. It was also agreed that LAF will meet the officers of Delhi Police in charge of juvenile as they have recently taken made in steps to improve the functioning of Special Juvenile Police Unit.
