WORKSHOP CUM SEMINAR ON ‘FURTHERING JUSTICE DELIVERY STANDARDS FOR CHILDREN’, ERNAKULAM, KERALA.

 Session II: Inquiry proceedings
 
Various aspects of Inquiry proceedings were deliberated in the second segment chaired by Sri. P.G. Thampy, Director General of Prosecution & Chairman, Bar Council of Kerala. Sri. Thampy highlighted the difference of approach to be adopted in a normal criminal trial and an inquiry under the JJ system. Police officers designated as members of SJPUs were specially benefited by his address.
Sri. Ajith Joy, IPS, UNODC facilitated the session by enlightening the audience with his practical experience on interactions with the JJ system as a police official in different parts of the country .
Ms. Sneha Kalitha, Executive Member LAF gave insights to the newly notified Rules, 2007 under the Juvenile Justice Act and explained the importance of the relevant provision of the Rules which are to be kept in mind during inquiry proceedings against Juvenile in conflict with law to have a child friendly approach while disposing the cases.
 
Session III: Post Inquiry Intervention
Post inquiry intervention was the topic for discussion in the third segment, chaired by Hon’ble Mr. Justice K. John Mathew, President, People’s Council for Social Justice, who deliberated upon the role of legal fraternity and NGOs in creating a child centric approach in the post inquiry proceedings.
Sri.Raghavanunni, Regional Asst. Director, Kerala Social Welfare Dept., Govt. of Kerala who facilitated this segmant pointed out the practical difficulties and possible solutions in overcoming the hurdles faced in rehabilitation and reintegration of children in conflict with law.
Ms. Jessy Kurien, Member, National Commission for Minority Educational Institutions enlightened the gathering with her informative lecture on the topic. She illustrated various provisions of the newly enacted rules where coordinated effort of all stakeholders can bring a positive change in the functioning of the JJ system.
Valedictory Session
Dr. P.A. Fathima, Secretary, Legal Assistance Forum, Kerala Chapter welcomed the guests in the Valedictory function of the seminar.
Dr. P.A. Fathima, Secretary, Legal Assistance Forum, Kerala Chapter welcomed the guests in the Valedictory function of the seminar. Sri Jacob Punnoos, IPS, Addl. Director General of Police, Kerala delivered the valedictory address and distributed the certificates to all winners of the essay competition for students conducted by Legal Assistance Forum. Mr. Jacob was of the view that a shift in mindset towards the best interest of child is the need of the hour for different stakeholders, especially the police officials as they are the primary contact through which the child in conflict with law makes his entry into the system. He highlighted the need for training in child psychology for members of Special Juvenile Protection Units to achieve this goal.
Mr. Vijay Hansaria, National President, LAF answered the queries of the participants related to the provision of Juvenile Justice Act and also informed about the future activities of the Forum.
Sri. Jayesh K. U, State Co-ordinator, LAF gave vote of thanks to all the dignitaries, Judicial Magistrate, Members of Juvenile Justice Board, Probation officer, N.G.Os and audience who made the workshop cum seminar a success by their active participation and hoped that all the participants would continue to give their enthusiastic support and contribution for the cause of Juvenile Justice and for future activities of the forum.
The seminar concluded with National Anthem followed by tea.
